4. Section 4 is also in accordance with the recommendations of the
Army Council, except that the old section 8 of the principal Ordinance
has been combined with section 11, and the word "constitution" has
been inserted before the words "general government".

Section 6 is formal amendment with the object of bringing section
the 12(1) of the principal Ordinance into line with/new section 12(2).
Section 7 is in accordance with the recommendations of the Army

8. On section 17(1) of the principal Ordinance the Army Council made the two following alternatives recommendations; -
(a) The addition of a proviso to the effect that the modifications
specified were not to apply to officers and volunteers on
active service outside the Colony, or
(b) The two following amendments; -
(1) Excepting murder from section 17(1) (&); and
(2) Making confirmation by the Governor unnecessary in the
case of officers or volunteers outside the Colony.
Paragraph (b) of section 8 of this Ordinance adopts the former alter-
native, which appeared to be that preferred by the Army Council, but
it was thought advisable also to except murder from paragraph (a) of
section 17(1) of the principal Ordinance.
9. Sections9 and 10 are in accordance with the recommendations of the
Army Council.
10.
The Benior unofficial member (fr. H. E. Pollock, K.C.), asked
in Committee why the principle of election was being abandoned. Hie
Excellency the General Officer Commanding replied ƒérý shortly. No
other criticism on the bill was made in the Legislative Council.
